As Bim notes in her comment, these fabulous treats come to us from the mother of Bim's college friend, Carol. Thanks! They are now a staple of the family's Christmas cookie bonanza.
Combine:
1 1/2 c. oatmeal
2 c. flour
1 c. brown sugar
1/2 tsp. baking soda
1/2 tsp. salt
1 c. butter
Set aside 1 cup of this mixture and pat the rest into a greased 13x9 pan. Bake at 350° for 10 minutes.
On stovetop or in microwave, melt:
48 caramels
4 tblsp. cream
4 tblsp. flour
Pour on top of baked crust. Alternating in layers, sprinkle the remaining oatmeal mixture and 1 cup chocolate chips on top. Bake at 350° for 12-15 minutes.

My friend Carol's mother used to bake these and send them to her when we were in college.
They're a staple at Christmas in the Scavone/Chalifour/Sanborn house too!
We make them every year, too. They are a big favorite!
